Is an FSSAI licence mandatory for mushroom farming in India?

Not automatically. The Food Safety and Standards Act, 2006 applies to food businesses, and a farmer selling fresh, unprocessed, unbranded mushrooms as a primary producer is generally treated as outside the registration requirement. The moment you pack into branded punnets, dry, preserve or trade bought-in produce, you are a food business operator and registration applies. Because the line sits on how you sell rather than what you grow, confirm your own position with your state Food Safety office before you print packaging.

What is the FSSAI turnover limit for mushroom farming in 2026?

₹1.5 crore. The Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026 — gazetted 10 March 2026, with an FSSAI implementation order of 13 March 2026 — raised the Basic Registration ceiling from ₹12 lakh to ₹1.5 crore with effect from 1 April 2026. The State Licence band became ₹1.5 crore to ₹50 crore and the Central Licence threshold moved to above ₹50 crore. Articles still quoting ₹12 lakh and ₹20 crore predate that notification.

Do I pay GST on mushrooms?

Fresh mushrooms under HSN 0709 are nil-rated, so a grower selling fresh produce charges no GST on the sale. Dried mushrooms under HSN 0712 attract 5% and preserved or canned mushrooms under HSN 2003 attract 12%. Note that nil-rated output does not make your inputs free: GST at 18% on panels, machinery and construction is a real cost in the project, and MushroomWale quotes are ex-GST for that reason.

How long does an FSSAI registration last now?

The 2026 amendment moved registrations and licences to perpetual validity, subject to risk-based inspection, in place of the earlier one-to-five-year renewal cycle. Annual returns and compliance obligations continue — perpetual validity removes the renewal, not the duty.

Which licence does a compost unit need?

If the compost is consumed inside your own farm it is an input, not a supply, and no food licence arises from it. If you sell Phase-II or Phase-III compost to other growers you are supplying a product and that is a business activity with its own registration and GST treatment. Several of our clients run the compost yard as a separate revenue line precisely for this reason, and it changes the entity structure — worth deciding before the DPR is written, not after.

Does a mushroom farm need environmental clearance?

A climate-controlled grow room does not. An on-site compost yard can, because Phase-I composting is an open aerobic process with leachate and odour. The requirement is state-specific and sits with the State Pollution Control Board rather than with FSSAI. Raise it at the site-survey stage so the yard is sited and bunded to suit.

GST: the rate follows the processing, not the crop

Nil-rated output does not mean a GST-free project. GST at 18% applies to panels, machinery, racking and construction, and it cannot be set off against a nil-rated sale. The registrations nobody mentions

Udyam registration — Free, online, self-declared. It is what a bank, NHB and MIDH all ask for to treat the unit as an MSME, and it takes about ten minutes.
Trade licence / NOC — From the gram panchayat or municipal body where the farm sits. Most district horticulture offices ask for this before releasing subsidy.
Pollution Control Board consent — A grow room is not a polluting activity, but an on-site compost yard can attract a consent requirement in some states. Ask before you build the yard, not after.
APMC / mandi registration — Only if you sell through a regulated market. Several states have de-listed fruit and vegetables from APMC, which removes this entirely.
Electricity — agricultural vs commercial tariff — This decides more of your running cost than any licence on this page. Whether a climate-controlled mushroom unit gets the agricultural tariff varies by state DISCOM and is worth settling before you finalise the load.
